
The Second Voluntary National Review discusses Montenegro's progress in implementing the 2030 Agenda and the Sustainable Development Goals during the period 2016–2021. The report reviews developments across all 17 SDGs, examining economic, social and environmental dimensions of sustainable development while identifying remaining implementation gaps and future priorities.
Particular attention is given to strengthening the institutional framework for sustainable development. The Review describes the establishment of the Office for Sustainable Development within the Secretariat General of the Government, the role of the National Council for Sustainable Development, Climate Change and Integrated Coastal Zone Management, and mechanisms introduced to improve policy coordination and stakeholder participation. The Council's report also outlines Montenegro's efforts in areas including climate action, biodiversity conservation, circular economy, social inclusion, education, health, sustainable tourism and digital transformation. It highlights cooperation with the United Nations system, civil society, academia and the private sector, and presents the indicators used to monitor progress towards achieving the Sustainable Development Goals.
The Voluntary National Review concludes with recommendations aimed at advancing implementation of the 2030 Agenda through stronger governance, improved data collection, enhanced institutional cooperation and continued integration of sustainable development principles into national policies.
