Inequality refers to the unequal distribution of factors leading to unequal opportunities and outcomes, harming individuals and society. Governments use various methods to tackle inequality, from macro-level policies and legislation to equality monitoring and positive action programs. Both legally binding and softer approaches are essential, supported by strong political will.

This report explores a promising new method for identifying and addressing inequalities: a well-being framework (WBF). Developed increasingly since 2008, WBF shifts the focus from GDP to measure broader economic, social, and environmental outcomes.
